{"id":17,"date":"2020-11-06T06:11:21","date_gmt":"2020-11-06T04:11:21","guid":{"rendered":"https:\/\/sites.uef.fi\/heatclim\/?page_id=17"},"modified":"2021-08-03T15:26:32","modified_gmt":"2021-08-03T13:26:32","slug":"kotisivu","status":"publish","type":"page","link":"https:\/\/sites.uef.fi\/heatclim\/","title":{"rendered":"The HEATCLIM project"},"content":{"rendered":"\n<p><a href=\"https:\/\/sites.uef.fi\/heatclim\/#projektikuvaus\" data-type=\"page\">HEATCLIM-projektin suomenkielinen kuvaus<\/a><\/p>\n\n\n\n<p>HEATCLIM is a research project with the objective to produce new knowledge on the effects of high summer-time temperatures on human health in northern areas, as well as on cost-effective and socially acceptable solutions to adapt to the changing climate.<\/p>\n\n\n\n<p>The consortium project is coordinated by prof. Timo Lanki in the University of Eastern Finland, and funded by the Academy of Finland within the <a rel=\"noreferrer noopener\" href=\"https:\/\/www.aka.fi\/en\/research-funding\/programmes-and-other-funding-schemes\/academy-programmes\/climate-change-and-health-clihe-2020-2023\/\" target=\"_blank\">CLIHE research programme<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"HeatAndHealth\"><strong>Heat and health<\/strong><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"HeatAffects\">Heat affects health in many ways<\/h3>\n\n\n\n<p>Central feature of the ongoing climate change is a gradual increase in ambient temperature. The predicted increase is not homogeneous, but northern areas will warm up the most. Not only will the mean temperature increase, but heat waves will become more frequent and intense. The prolonged exposure to heat during heatwaves is of special public health concern. High summer-time temperatures pose a significant risk to health even in the current-day climate in northern areas as well.<\/p>\n\n\n\n<p>The total burden of disease caused by heat is poorly known. Exposure to high temperature may lead to various heat illnesses. However, severe cases of heat illness are rare. More often heat stress leads to gradual worsening and acute complications of an existing chronic disease. The severity spectrum of adverse health effects of heat is wide: exposure may increase mortality or the use of health care, or just cause symptoms restricting daily activities. Compared to mortality studies, there are clearly fewer studies on morbidity.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"Adaptation\">Adaptation is needed<\/h3>\n\n\n\n<p>National and local protective measures are needed to decrease the current burden of disease caused by heat, but especially to adapt to the relatively rapid on-going changes in climate. Cost-effective adaptation requires targeting measures especially towards vulnerable population groups. Vulnerability may arise because of biological or social factors. Individual\u2019s socio-economic background affects both vulnerability and adaptation possibilities.<\/p>\n\n\n\n<p>Management of indoor conditions is the most important adaptive measure. In general, cooling solutions should be energy and environmentally efficient.&nbsp; As one solution, local cooling systems have been proposed. Health can also be protected by affecting risk behavior, e.g., by increasing population awareness of the risks and improving heat wave warnings.<\/p>\n\n\n\n<p>Information on the future burden of disease caused by heat is crucial for the planning and scaling of adaptive measures. State-of-the art climate scenarios are needed for accurate impact assessment. A reliable assessment requires additionally consideration of various societal pathways for the exposed population in different adaptation scenarios.<\/p>\n\n\n\n<p>The selection of adaptation measures and the level of adaptation are in the end largely determined by cost factors. Adaptation costs include investment costs and operational costs, and they are reflected further in economy. However, adverse health effects also lead to costs to society in the form of e.g. health care costs and loss in productivity.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"ResearchQuestions\">Research questions<\/h2>\n\n\n\n<p>The HEATCLIM project tries to answer to a number of research questions covering several disciplines. These include:<\/p>\n\n\n\n<p><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>What types of causes of morbidity and mortality increase in association with heat exposure?<\/li><li>And what are the exposure-response functions in a developed northern society?<\/li><li>How much do heat waves contribute to the overall heat effect?<\/li><li>What are the most important vulnerable population groups?<\/li><li>What are the social and economic determinants of vulnerability to heat?<\/li><li>How is the awareness of heat wave risks related to socioeconomic position?<\/li><li>What is the potential of policies affecting inequality for reducing heat vulnerability?<\/li><li>How does thermal comfort model for vulnerable individuals differ from the general model?<\/li><li>To what extent can thermal comfort be improved with local cooling methods?<\/li><li>What are the future cooling capacity needs in Finland?<\/li><li>What is the future frequency and intensity of heat waves in northern areas?<\/li><li>How can heat wave predictions be improved for heat wave warnings in northern areas?What is the total burden of disease caused by heat in current-day Finland?<\/li><li>How will the burden of disease caused by heat in Finland change because of climate change?<\/li><li>Which adaptation options are most efficient taking into account health effects, costs of the measures, and greenhouse gas emissions?<\/li><li>How do the costs of adaptation and health effects affect the Finnish economy in different future scenarios?<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"WorkPackages\">Work packages<\/h2>\n\n\n\n<p>The research is organized into five work packages. WPs 1-4 represent different scientific disciplines. WP1 (UEF) epidemiological studies, WP2 (THL) sosioeconomic factors, WP3 (Aalto University) thermal environment, WP3 (FMI) climatic factors, WP5 impact assesment. WP5 includes current health impact assesment, future health impact assesment, adaptation options and cost-benefit analyses. WP1 produces vulnerability factors to WP2 and WP5. WP2 provides investment plans to WP3 and Societal scenarios, and adaptation and inequality information to WP5. WP3 provides technical adaptation to WP5. WP1 and WP4 work together with exposure factors. WP4 provides climate scenarios and heat wave information to WP5 and information on cooling needs to WP3.\" class=\"wp-image-188\" srcset=\"https:\/\/sites.uef.fi\/heatclim\/wp-content\/uploads\/sites\/242\/2021\/03\/image.png 547w, https:\/\/sites.uef.fi\/heatclim\/wp-content\/uploads\/sites\/242\/2021\/03\/image-300x176.png 300w\" sizes=\"auto, (max-width: 547px) 100vw, 547px\" \/><figcaption><br>Organizational structure and flow of information in the project.<\/figcaption><\/figure>\n\n\n\n<h1 class=\"wp-block-heading\" id=\"projektikuvaus\"><br><br><br>HEATCLIM-projekti<\/h1>\n\n\n\n<p>HEATCLIM-tutkimusprojektin tavoitteena on tuottaa uutta tietoa korkeiden kes\u00e4ajan ulkol\u00e4mp\u00f6tilojen vaikutuksista terveyteen pohjoisilla alueilla, sek\u00e4 arvioida millaiset keinot sopeutua muuttuvan ilmastoon olisivat kustannustehokkaita ja yhteiskunnallisesti hyv\u00e4ksytt\u00e4vi\u00e4.<\/p>\n\n\n\n<p>Konsortioprojektia koordinoi prof. Timo Lanki It\u00e4-Suomen yliopistosta (UEF). Muut osallistujat ovat Aalto-yliopisto, Ilmatieteen laitos (IL) ja Terveyden ja hyvinvoinnin laitos (THL). Projektia rahoittaa Suomen Akatemia ja se kuuluu <a href=\"https:\/\/www.aka.fi\/tutkimusrahoitus\/ohjelmat-ja-muut-rahoitusmuodot\/akatemiaohjelmat\/ilmastonmuutos-ja-terveys---clihe-2020-2023\/\" target=\"_blank\" rel=\"noreferrer noopener\">Ilmastonmuutos ja terveys (CLIHE) -tutkimusohjelmaan<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Helle ja terveys<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Korkeille l\u00e4mp\u00f6tiloille altistuminen vaikuttaa terveyteen monin tavoin.<\/h3>\n\n\n\n<p>Ilmastonmuutoksen keskeinen piirre on ulkoilman l\u00e4mp\u00f6tilan asteittainen nousu. L\u00e4mp\u00f6tila nousee voimakkaimmin maapallon pohjoisilla alueilla. Terveyden kannalta keskil\u00e4mp\u00f6tilan nousua t\u00e4rke\u00e4mp\u00e4\u00e4 on ennustettu helleaaltojen yleistyminen ja voimistuminen, sill\u00e4 erityisesti pitkittynyt altistuminen helleaaltojen aikana on haitallista. Korkeista kes\u00e4l\u00e4mp\u00f6tiloista aiheutuu jo nykyilmastossa merkitt\u00e4vi\u00e4 terveysriskej\u00e4 my\u00f6s pohjoisilla alueilla.<\/p>\n\n\n\n<p>Korkeiden l\u00e4mp\u00f6tilojen kansanterveydellinen kokonaisvaikutus tunnetaan huonosti. Altistuminen kuumuudelle voi johtaa erilaisiin l\u00e4mp\u00f6sairauksiin, mutta vakavat tapaukset kuten l\u00e4mp\u00f6halvaukset eiv\u00e4t ole yleisi\u00e4. Vakavat haitat aiheutuvatkin useimmiten kroonisten sairauksien pahenemisesta kuumuudelle altistumisen seurauksena. Helteen aikana havaittuihin vakaviin haittoihin lukeutuvat esimerkiksi kuolleisuuden ja sairaalak\u00e4yntien lis\u00e4\u00e4ntyminen. Yleisempi\u00e4 ovat kuitenkin lievemm\u00e4t haitat kuten erilaiset oireet, jotka v\u00e4hent\u00e4v\u00e4t toimintakyky\u00e4 kuumina p\u00e4ivin\u00e4. Eniten on tutkittu helteen vaikutuksia kuolleisuuteen.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Sopeutumista tarvitaan<\/h3>\n\n\n\n<p>Sopeutumistoimia tarvitaan sek\u00e4 kansallisella ett\u00e4 paikallisella tasolla helteest\u00e4 nykyisell\u00e4\u00e4n aiheutuvien terveyshaittojen v\u00e4hent\u00e4miseksi ja erityisesti ilmastonmuutokseen liittyvien tulevien haittojen ehk\u00e4isemiseksi. Sopeutuminen on kustannustehokasta silloin kun se kohdistuu erityisesti herkkiin v\u00e4est\u00f6ryhmiin. Yksil\u00f6n herkkyys kuumuuden haitoille riippuu sek\u00e4 biologisista ett\u00e4 yhteiskunnallisista tekij\u00f6ist\u00e4. Yksil\u00f6n sosioekonominen asema vaikuttaa sek\u00e4 herkkyyteen ett\u00e4 mahdollisuuksiin sopeutua muutokseen.<\/p>\n\n\n\n<p>Sis\u00e4tilojen l\u00e4mp\u00f6tilan nykyist\u00e4 parempi hallitseminen on t\u00e4rkein sopeutumistoimi. J\u00e4\u00e4hdytysratkaisujen tulisi olla mahdollisimman energiatehokkaita ja edullisia. Yhten\u00e4 ratkaisuna on esitetty paikallisia (henkil\u00f6kohtaisia) viilentimi\u00e4. Terveyshaittoja voidaan ehk\u00e4ist\u00e4 my\u00f6s vaikuttamalla k\u00e4ytt\u00e4ytymiseen esimerkiksi lis\u00e4\u00e4m\u00e4ll\u00e4 v\u00e4est\u00f6n riskitietoisuutta ja parantamalla hellevaroituksia.<\/p>\n\n\n\n<p>Ennusteita helteen terveyshaitoista tulevaisuudessa tarvitaan sopeutumistoimia suunniteltaessa ja mitoitettaessa, perustana ty\u00f6ss\u00e4 ovat korkealaatuiset ilmastoskenaariot. Luotettava vaikutusarviointi edellytt\u00e4\u00e4 lis\u00e4ksi erilaisten yhteiskunnallisten skenaarioiden ja sopeutumisvaihtoehtojen tarkastelua.<\/p>\n\n\n\n<p>Sopeutumiskeinojen k\u00e4ytt\u00f6\u00f6notto ja tavoiteltava sopeutumistaso riippuu viimek\u00e4dess\u00e4 kustannustekij\u00f6ist\u00e4. Sopeutumisen kustannuksiin kuuluvat investointi- ja k\u00e4ytt\u00f6kustannukset, ja n\u00e4m\u00e4 puolestaan heijastuvat yhteiskunnan talouteen.
